About Us

The Licensing and Regulatory Group (LRG) and the Internet Gaming Licensing and Regulatory Group (IGLRG) were established to function as the licensing and regulatory divisions of the Philippine Amusement and Gaming Corporation (PAGCOR).

The following departments that comprise the said groups have these corresponding functions:

1. Gaming Licensing and Development Department (GLDD) primarily focuses on issuing licenses to operate casinos in the Philippines. This department also crafts casino regulations, develops related guidelines, and processes operational requirements. Additionally, GLDD handles the accreditation of casino suppliers, ensures that licensed entities obtain Gaming Employment Licenses (GEL) for all their employees, strictly implements the Responsible Gaming Code of Practice, and oversees the efficient operation of casino licensees' charitable foundations.

2. E-Games / E-Bingo Licensing Department (EG/EBLD) issues licenses and regulates local gaming operations involving Bingo Games, Electronic (Casino) Games, and Sports Betting. The department processes the accreditation of Gaming System Service Providers and evaluates gaming platforms or systems, including the games or contents they offer.

3. Offshore Gaming Licensing Department (OGLD) processes and evaluates applications for offshore gaming and grants licenses to operate. This department also handles the accreditation of customer service providers, gaming software platforms, live studio and streaming providers, and the issuance of offshore gaming employment licenses (OGEL) for their employees.

4. E-Sabong Department (ESD) develops the regulatory framework, processes applications, and issues licenses for online/remote or off-site wagering/betting on live cockfighting matches, events, and/or activities streamed or broadcasted live from cockpit arenas licensed or authorized by the relevant Local Government Units. (Note: All operations of E-Sabong are currently suspended as per the Memorandum from the Executive Secretary dated May 3, 2022.)

5. Table Games Department (TGD) oversees the strict regulation of all persons, locations, practices, and related activities within the Philippine gaming industry, including Casino Filipino branches, satellite casinos, and authorized poker clubs across the country.Slot Machine Department (SMD) regulates all persons, locations, practices, and related activities within the Philippine Slot Machine industry, including Casino Filipino branches and satellite casinos.

6. The Legal and Regulatory Group (LRG) and Integrated Gaming Licensing Regulatory Group (IGLRG) are supported by other PAGCOR units to ensure implementation, enforcement, and compliance with laws, regulations, and guidelines. These supporting units include the Monitoring and Enforcement Group, the Anti-Money Laundering Supervision & Enforcement Department, and the Anti-Money Laundering Compliance Department.
